People could be forced to pay for parking outside their houses if Kirklees councillors agree a new proposal.

And leader Coun Mehboob Khan says nobody has the automatic right to park outside their homes.

The council wants to introduce a £30 fee for permits which are currently issued free of charge on 111 streets in North Kirklees.

The council hopes to bring in £160,000 with the scheme, which it says is the cost of issuing the permits.

It has released a list of street names – but would not clarify where in the district they were, as some of the street names are duplicated.

For example the council wants to introduce charges where parking permits are issued on ‘Church Lane’ but there are seven in North Kirklees: in Gomersal, Mirfield, Hightown, Liversedge, Heckmondwike or one of two in Dewsbury.

And residents affected by the scheme would not be contacted until it had been agreed.

A Kirklees Council spokeswoman said information on where the streets were could not be provided as there were not the staff resources to prepare it.

At a Kirklees Council cabinet meeting last week, Coun Cahal Burke (Lib Dem, Lindley) handed a petition to the council signed by 429 people from his ward opposed to the proposal. He said: “I believe this approach to charging for residents for permit parking to be unfair and penalises people for where they live.”

But council leader Mehboob Khan said: “No one living in Kirklees has an automatic right to park outside their home.”

He added: “At the moment, residents who don’t have any permit parking scheme in their area are subsidising those who do.

“Those who choose to have a car and live in an area where there is a demand for on street parking spaces – they then have this extra service provided which they have to pay for.”

Coun Khan added that in York residents pay £100 for permits.

Councillors will be asked to agree the proposal, subject to a consultation period, at their meeting on February 19.
